Why Kelly?

Committed to Anna

Native Texan Kelly and her husband Frank made the decision to relocate to Anna in 2013, drawn to the small-town charm and sense of community that the city offers. Since then, Kelly has actively participated on numerous city boards, showcasing her dedication to serving the citizens of Anna. Her involvement in these boards highlights her passion for making positive contributions to the local government and demonstrates her proven leadership abilities. Kelly has become a valuable asset to the community as she works tirelessly to address important issues and advocates for equality. Her years of service reflect a deep-rooted belief in civic duty and a desire to improve the quality of life for all residents of Anna.

Kelly has a deep understanding of the issues facing Anna. Growth is one of the biggest issues Anna is facing. Smart growth is a priority so that Anna will have sustainable development while maintaining quality of life. Roads and Infrastructure

In the next five years, I would like to see Anna invest in modernizing roads, bridges, and utilities to enhance connectivity, support economic development, and ensure resilience to challenges. Prioritize sustainable infrastructure projects that improve transportation efficiency, foster community well-being, and lay the foundation for a prosperous and thriving city for generations to come.

As a woman on city council, I would strive to prioritize transparency and inclusion. I advocate for open dialogue, accessible information, and diverse representation in decision-making. By fostering a culture of collaboration and valuing marginalized voices, we create an equitable and accountable government. Together, we ensure that every resident, regardless of background or identity, has a stake in shaping our community's future, promoting trust and unity for a thriving city.

It means daring to express unique perspectives, ideas, and convictions, even when they diverge from the status quo. By embodying this principle, we empower ourselves and others to contribute meaningfully to dialogue, inspire change, and shape the world around us with honesty, integrity, and unwavering purpose.

Q&A

Why do you want to serve on the city council, and what qualities would you bring to this position?

To serve on council would allow me to continue positively impacting the community, address local issues, and contribute to my neighbors. My service on many city boards and task forces, as well as being Chair of Planning & Zoning, have given me a better understanding of city governance, policy experience, community engagement, and leadership skills that I feel are necessary for a council position. It has also given me a deeper understanding of the community's needs and priorities. I feel that the experience gained from these boards gives me an edge and makes me a great candidate for City Council.

What changes do you expect in the city in the next few years and how would you plan for them?

I expect our growth to continue at a rapid pace. Managing a growing city requires strategic planning, collaboration, and adaptability. Focusing on infrastructure development, economic diversification, environmental sustainability, community engagement, preservation of historical sites, and public safety, are all key to Anna's future development. We must follow the Anna 2050 comprehensive plan and revisit it every couple of years to adjust in areas as needed.

What are the most urgent infrastructure projects in the city, and how would you get them done?

There are many types of infrastructure. The two I feel are most important are transportation and utilities infrastructure. Our roads are in dire need of attention. Most are county roads. We must foster the relationship with Collin County to correct the issues. The utility infrastructure includes water supply & distribution systems as well as wastewater plants. I feel that more can be done to address some of the issues I've seen with cost being the top issue. I will explore all avenues to drive these costs down.

What, if any, actions should be taken for environmental sustainability and climate change preparation?

I believe that city council has many avenues to provide environmental sustainability. We should all advocate for strong local, national, and international environmental policies that promote clean energy, emissions reductions, sustainable land use, and conservation efforts. City projects should invest in green infrastructure such as green roofs, permeable pavements, and urban forests for example to mitigate the urban heat island effect, manage stormwater runoff, and improve air quality.

What transportation and traffic issues in the city concern you, and what would you do to address them?

Bottleneck traffic is becoming an issue. The city has been working with developers to help alleviate these issues. In the next few years, I would like to see the city implement smart traffic management systems for real time adjustments as well as upgrade roads to accommodate the growing demand. I would also encourage mixed use development that prioritizes walkability and possible remote work.

What would you like to change, if anything, about the city budget and taxation?

The city budget and projection have remained in line with the ever-increasing population. Council has done a great job keeping the tax reduced rather than raised and I would like to see that trend continue. I would push for alternative revenue sources (grants, partnerships for example) to reduce reliance on traditional tax revenues.

What is your vision for housing in the city, and what actions are needed by the City Council to support that? What, if anything, should be done about homelessness in the city?

I would like to see more diverse housing. We have single family and multifamily dwellings but no townhomes to speak of. Having a multitude of choices, the city could develop homeless prevention and supportive services and programs to individuals and families at risk of homelessness.

What other important issues are facing the city council, and how would you address them?

Maintaining a sense of community is difficult for any growing city. We have a very talented staff implementing quite a few community events and gatherings. We must be open minded, friendly, and welcoming to all neighbors. City council also must foster and maintain relations with the school board to better plan additional schools to deal with overcrowding and prevent overlapping activities. Preserving the history of Anna is also very important. Most of all, we must lead by example.
